NOTICE OF RACE

The Organising Authority for the Championships is the New Plymouth Yacht  Club in conjunction with New Zealand Team Racing Association. 

1.0       RULES

1.1              The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing (RRS) 2005 - 2008  including Appendix D.

1.2              The “Single-Flag Protest Procedure”, D 2.3(a) shall be used.

1.3              The Yachting New Zealand Prescriptions and Safety Regulations Part I shall apply.

1.4              The regatta is an invitational event in accordance with ISAF Regulation 20.4.3.  In addition to the advertising permitted by Category A the following is permitted: “Advertising limited to one organisation may be displayed on clothing and equipment worn by competitors.”

1.5              All advertising must be declared prior to registering for the championships and must not conflict at any time  with the main sponsors To be confirmed       

2.0       CHANGES TO RACING RULES

 The Racing Rules will be changed in accordance with Rule 86 as follows:        

2.1              In rule D5.1, change “red” to “yellow”.

3.0       CHANGES TO CLASS RULES

3.1              The rules of the 420 class will be changed as follows:

Spinnakers & Trapezes will not be permitted and clauses 5.3 and 5.4 change class rules.

4.0       ELIGIBILITY & ENTRIES

4.1              Twenty one  teams  will be invited to enter the Secondary Schools National Team Racing Championships.  Entries will be invited in the following order of priority:

1.      One team nominated from each schools’ region and girls’ zone.  These teams must be single school teams except that composite teams may enter if:

(a)    There is no “one school” team available in the region/zone and

(b)    The region/zone was not represented at the previous Secondary Schools National Team Racing Championships.  Restriction (b) does not apply to the host region.

2        A second team from the host region provided the first team is a “one school” team.  If a second “one school” team is not available this second team may be a composite school team.

3        Additional teams from regions/zones to bring the total entries to 20 shall be selected from all regions /zones who have applied to send a second team by the regional entry date of 1/3/07 select will made by NZTRA sub committee based on following criteria:

(a)   Teams Ranked by their attendance and performance at previous NZTRA sanctioned events e.g Zone championship and wild card selection trials, previous Nationals, North and South Island December Development Regattas Teams that came second at their regional trials.

(b)   Any Regions/zones that applied the previous year and missed out.

(c)   Additional teams are required to be single school teams.

4        However, if the number of teams invited under 4.1.1, 4.1.2, 4.1.3 and 4.5 are less than 20 in number, the New Zealand Team Racing Association may invite a composite team from a region/zone already represented by a “one-school” team provided that composite team participated in the region/zone trials.

4.2              Teams shall consist of 6 sailors plus 1 or 2 reserves and 1 manager and coach.  All sailing crew members must be:

(a)    full time pupils (Forms 1 to 7 inclusive) of the Secondary School(s) they represent; and

(b)    under 19 years of age on 1 January 2007. 

4.3              Weight Limitation.  The two members of the crew of each boat must weigh a minimum of 110 kg combined body weight.  Crews with a combined body weight less than 110 kg shall make up their weight to 110 kg with approved sand filled bottles to be fixed in the boat near the mast step. Team members may be weighed in normal clothing however if a combination is close to or under the weight limit they will be required to weigh in dry sailing gear.

4.4              By Wednesday 1st March, 2007, regions/zones shall apply to the New Zealand Team Racing Association for an invitation to participate, under 4.1.1 above.  By the same date regions/zones shall apply to participate in the selection process under clause 4.1.3.  All applications shall be sent by  email to wildrose@xtra.co.nz or fax to 09 4259235. Soon after this date invitations will be issued to regions/zones applying under 4.1.1 and those successful in the ballot under 4.1.3.  Team entries close on 30th March, 2007. Late regional applications or team entries will not be accepted.

4.5              A school team representing the Cook Islands may be invited at the discretion of New Zealand Team Racing Association. This would make the team numbers up to 21.

4.6              The entry fee is $650 (plus GST) per zone team.  This includes prize-giving dinner tickets for nine but does not include boat charter fee or refundable damage bond.          

4.7              Each team shall pay at time of entry unless already credited a refundable damage bond of $500 with a separate cheque to the entry fee   and also made payable to NZTRA. In the event of a team causing major damage to a boat or boats they may be required to pay an additional damage bond payment if they wish to continue competing in the championship.     

4.8              Each South Island team  which is eligible under 4.1.1, but not 4.1.2, 4.1.3 or 4.1.4, may be eligible for travel equalisation.

5.0       BOATS AND EQUIPMENT.

5.1               Each team entering the Championships is responsible for the charter cost of $400.00 (plus GST) for one 420 boat.                                                   

5.2               NZTRA will coordinate the  supply of all the 420s required for the championship       

5.3               Boats will be 420 dinghies fitted with NZTRA coloured mainsails, being 200mm shorter in the leech than a standard main and the size of a Sunburst main when reefed. The boats will be equipped with coloured standard sized jibs. Mains will be reefed at the Race Officers discretion.  All  boats will be equalized as far as possible. 5.4               Competitors shall not modify the boats allocated to them, or cause them to be modified, in any way except that:

·         Yarn or thread may be tied or taped anywhere on the boat below a height of 2 m. above the chain plate.  Masthead wind pennants are prohibited.

·         Hulls, centreboards and rudders may be cleaned only with water.

·         Adhesive tape may be used anywhere above the waterline

·         All fittings or equipment designed to be adjusted may be adjusted, provided the class rules are observed, except that the standing rigging including forestay tension and the main halyard shall not be adjusted. Chocks can be removed  but not adjusted as advised by the Race Officer.

·         If all boats are fitted with Cunninghams the Beachmaster may permit the adjustment of Cunninghams by crews

5.5               Boats will be identified by coloured sails.  Boats shall be drawn prior to commencement of the Championships and allocated to each team in accordance with a draw that ensures a rotation of boats between teams.

5.6               The boats will be left at night on New Plymouth Yacht Club controlled grounds under the custody of the Beach Master

SAFETY

6.1              Approved buoyancy aids in accordance with YNZ specifications shall be worn at all times while afloat.

Normal additional clothing only will be permitted.  No clothing or device to increase weight will be permitted.

6.2       All teams are requested to supply their own distinctive racing “bibs” to make teams recognizable on the water. Where feasible distinctive school colours are recommended. If necessary these can be attended through NZTRA –contract Ross Sutherland for details.

6.3       Teams are required to provide their own red and yellow flags, minimum size 200mm square to be carried on the sailor.

6.4       Teams are responsible for their own bailers.

7.0       schedule of events

SAILING INSTRUCTIONS

8.1              A draft copy of the Sailing Instructions will be posted to schools on receipt of the team entry

8.2              Copies of the Official Programme and final Sailing Instructions will be handed to all competing schools at registration. 

RACING AREA

9.1              The Racing area will be in the vicinity of New Plymouth Yacht Club.

10.0     Course

10.1          The course will be as per the attachment provided.

11.0     SCORING

11.1     Scoring will be in accordance with RRS Appendix D3 and D4.

11.2     There shall be a preliminary series which may be in two fleets leading to a gold and silver fleet selection. Further rounds will depend on time available.  The details of the format will be determined by the Race committee depending on number of entries and weather conditions.

11.3          Each team must complete at least 9 races of the preliminary series for a valid championship.

11.4    Combined school teams will not be eligible to sail in the Interdominion Regatta see 11.6 below.

11.5     Only one team from each region will be eligible to sail in the Interdominion Regatta

11.6     The highest scoring New Zealand teams based on results from All Round robin races  will represent New Zealand at the Inter-Dominion contest. Subject to agreement between the Australian Yachting Federation and NZTRA, the second and third placed teams may also be invited to participate in the Inter-Dominion contest. If any of the top three New Zealand teams are ineligible under 11.4 –11.5 or do not wish to take part in an expanded Interdom under the NZTRA Interdom  guidelines their place shall be offered to the next placed team. The Interdoms are planned to be in Australia date and venue to be announced

12.0     DECISIONS OF THE JURY

In accordance with RRS 70.4(a) and Addendum A, Yachting New Zealand has approved the denial of the right of appeal for these Championships.

 ·            Prize-giving dinner entry for the registered six sailors, up to 2 reserves and 1 manager only is included in the entry fee.

Note formal school dress uniform is recommended for the dinner

Return even if the region/zone is not applying for an invitation to enter the championships.

After 1st March a draw for second teams from regions/zones will be held and successful regions/zones will be advised as soon as possible
